When Ma'an asserts that Rachel's Tomb is "formerly known as the location of the Bilal Bin Rabah Mosque" this is not a minor matter.
The position of Palestinian religious officials is that it is a desecration for non-Moslem prayer to take place within a mosque. Thus, by asserting that Rachel's Tomb is actually somehow a mosque, Ma'an is warning that if the day comes that Rachel's Tomb is under Palestinian control that the Palestinian religious leadership will not countenance the possibility that Jews continue to pray there.
